Composition, Terms of Office:
There shall be a Capital Planning Committee that shall consist of 5 members to be appointed as follows: One member each designated by the Finance Committee, the Select Board, the School Committee, and the Planning Board, and a fifth member chosen by the Town Moderator. Each member shall be appointed for a term of 3 years, said terms staggered so that nearly an equal number of members shall be appointed each year.

Powers and Duties:
The Capital Planning Committee shall establish and update a comprehensive capital plan, including but not limited to; a list of all capital improvements proposed to be undertaken during the ensuing 5 years, with supporting information as to the needs of each capital improvement; cost estimates, methods of financing and recommended time schedules for each improvement, an estimated annual cost of operating and maintaining each facility and piece of major equipment involved. The Capital Planning Committee shall annually provide its plan to the Town Manager, so that the Town Manager will meet the obligations set forth in section 6-7 of the Town charter. The Capital Planning Committee shall be responsible for providing a complete inventory of Town property, real and personal, including school property, in conjunction with the Town Manager.
