Public Hearing on Proposed Charter Changes

The Charter Review Committee will hold a Public Hearing on Wednesday, January 9, 2019, at 7:00 pm, at the Lunenburg Middle/High School Auditorium. This meeting will be televised over the Town’s PACC channel and then posted on YouTube. The Public Hearing will be to hear and discuss proposed changes to the Town of Lunenburg Charter. The proposed changes will:

1. Change the name of the Board of Selectmen to Select Board.

2. Change the manner of selection of the Town Clerk from elected to appointed by the Town Manager subject to ratification by the Select Board.

3. Providing for a second Annual Town Meeting in the fall, the time and date of which to be set by by-law.

4. Providing that persons appointed to town committees only be residents in town.

5. Providing that conduct of town meeting to be governed by “Town Meeting Time”.

6. Clarify and confirm the appointment powers of the Board of Selectmen and Town Manager to provide for appointment of various department heads be appointed by the town manager subject to ratification by the Board of Selectmen.

7. Clarifying the duties of the town manager relating to personnel management, jurisdiction over town facilities, property and day-to-day operations, the budget process and enforcement of charter provisions and town by-laws.

8. Providing more specifics in the process for removal and suspension of the Town Manager.

9. Make certain other grammatical and phrasing changes that do no alter the meaning or intent of existing provisions as well as updating requirements of the open meeting law to comply with state law.

10. Clarify all references to day(s) to refer to standard calendar day(s) unless otherwise specified.

11. Change all references to months to equal its 30 day equivalent.
