Sewer Commission - What's New

9/8/20 - The Sewer Commission held the second of 2 Public Hearings on the change to the Irrigation Meter policy - now called the Deduct Meter Policy.  They reviewed the updated document with changes approved at the 1st hearing on 8/25/20 and since there was no further discussion, the Commission voted unanimously to accept the new Deduct Meter and Credit Program Policy.  To review the new policy, click here

8/25/20 - The quarterly sewer bills have been mailed out.  They are due by September 28th.  (see new REMITTANCE ADDRESS in Boston, MA  below )      If you have not received your invoice, you can call either the Sewer Office at 978-582-4160 x8 or the the Collector's Office in Town Hall 978-582-4132 for your amount due.   If you have your bill number, you can pay your bill online by clicking here through the Town's arrangement with Unibank.  This link brings you to the Unipay webpage.  Locate your bill by clicking on the Town of Lunenburg in the drop down search box.  Online payments are accepted until September 28th. After that date, payment must be mailed to P. O. Box 135, Lunenburg 01462, or brought directly to Town Hall at 17 Main St.  Do not send payments to the Boston address on the remittance slip after 9/21  or it may not be received or processed by the due date of 9/28.  That address is only active through the due date and payment on your account may be delayed while the mail is re-routed to the Collector's office.  You can always drop off payments to the DPW at 520 Chase Rd, but that may also delay processing as the payments need to be re-routed to the Tax Collector's office for processing.  We are also unable to provide change for a cash payment, so it is always quickest to bring your payments to Town Hall on Main St. between the hours of 10am and 2pm, or set up an appointment for payment drop-off outside those hours by calling 978-582-4132. 

8/21/20 - The deadline for submittal of bids for the Sewer Pump Station Operations and Maintenance Contract for FY21 was at noon on 8/21.  Bids have been received and distributed to the Commission.  The contract will be awarded on 9/1 after the 9/1/20 Special Sewer Commission meeting.

7/23/20 - The Commission has approved for publishing the Request for Proposal of the Operations and Maintenance of the Lunenburg Wastewater Collection System. The RFP will be advertised in the state's Commbuys and Central Registers, plus in the local newspaper as required per procurement laws.  The Pre-Proposal Virtual Conference is scheduled for 8/12/20 at 1pm  and sealed Bids are due by 12 noon on August 21st  at the Sewer Commission office at the DPW Building at 520 Chase Road.  The expected award of the bid and start date for the new contract is September 1, 2020.   The initial year will run from September 1, 2020 through June 30, 2021, and could be renewed up to 2 times for a potential three year contract. 

7/23/20 - the Sewer Commission has agreed to updating the new Deduct Meter Policy, previously known as the Irrigation Meter Policy.  Changes, besides the name, were to the handling of annual fees and other more cosmetic changes.  The Commission is requiring all participants in the previous Irrigation Meter credit program to upgrade their meters to those capable of being read remotely.  The responsiblity is on the homeowner to work with a licensed plumber to upgrade their meter and it must be done by 9/1/20.   The name is changing to clarify that any residence or commerical entity can participate in the credit program, whether or not they have an Irrigation System.  The deduct meter is a more common term for a meter that measures outdoor water use (water that does not enter the Sewer System) so that the property owner does not have to pay for the amount of water going through that meter on their quarterly sewer bill.   The change to policy will be posted in the Lunenburg Ledger and 2 public hearings held in August and September.  After 2 hearings, the policy will be made official and incorporated into the Sewer Use Regulations as Appendix K.  To see the proposed version, check the policy in the Policies & Procedures page. 

6/29/20 - Last day to make payments without penalty or interest on Q3 and Q4 bills.  As of 6/30/20 late fees ($10) and interest will be applied to unpaid invoices.   You may pay online using the Unipay link until 7/5/20 at midnight. 

6/23/20 - Election of Officers - after the Town Election put 4 new elected officials onto the Sewer Commission, the Commission elected officers at the first meeting following the Town Election.  All officers were re-elected to the position held before the Town Election: Dave MacDonald continues to serve as Chairman, John Reynolds as Vice-Chairman, and Brett Ramsden as Clerk.  Thank you gentlemen, for your willingness to lead this Commission into a new year.  

6/20/20 - Town Elections -- Sewer Commission had 4 openings on the Commission due to many appointments filled on the Commission throughout the last fiscal year that only run until the next town election.   Three members elected to the Commission were seated Commissioners before the election.  David MacDonald was elected to the one year term, expiring 2021, John Reynolds was elected to the two-year term, expiring 2022, and Brett Ramsden was elected to the three-year term, expiring in 2023.  Michael Deveikis was elected to the Sewer Commission as a brand new member and will serve three years, through 2023.  Carl Luck remains on the Commission though he had originally stated that he would be stepping off after this election.   He has stated that he has certain projects that he'd like to see to completion.   We had to say goodbye to Mike Nault who had come back to the Commission in its hour of need and was appointed to fill a vacancy in September 2019 and chose not  to run for re-election.  Mike had previously served on the Commission in the 2012-2016 timeframe.  We'll miss you Mike N - come back soon!  We welcome Mike Deveikis and thank him whole-heartedly for stepping up to serve this Commission and the Town!.  Thanks Mike!

5/26/20 - At their regular meeting on May 26th, the Sewer Commission voted to approve their FY21 Budget which includes a 10% rate increase for its users. The rate increase goes into effect as of 7/1/20 and will be reflected in your Q2 billing in the fall.  During the budget setting process this spring, it was determined that the projected income is not sufficient  to cover projected costs. The Commission studied the proposed budget and reduced costs where they could, but found that it was still necessary to increase rates in order to cover expenses.   A major factor contributing to the shortfall are the increased rates that the Town must pay to both Leominster and Fitchburg for treatment of our sewer flows.  Plus, effective 4/1/20 Leominster is changing the basis of the billing from water usage to volume going through the flow meters to their treatment facility, and this change will increase expenses by anywhere between $100,000 and $200,000 per year. The increase is due to the increased flow caused by Inflow & Infiltration (I&I) which is the flow that goes into the sewer system that does not originate from a property owner’s well or public water supply.  Sump pumps and roof drains connected directly to the sewer lines are ILLEGAL.  Please be extra vigilant to ensure minimal leakage or introduction of illegal extraneous flows into the system.   The FY21 budget just could not absorb these increases within the current rate structure, nor is the exact amount of this increase known, and so the Commission has determined that the rate increase may need to be done in a three-step process. Therefore, the Commission voted to implement a 10% rate increase effective 7/1/20.  Once the actual increased costs resulting from this changeover by Leominster are known, the Commission will review the rate structure again to ensure that we can meet expenses.  This is the first rate increase since 2013 – seven years!  The standard rate for 100 cubic feet will increase from $11.50 to $12.65 and the minimum charge for up to 846 cubic feet per quarterly billing period will go from $97.20 to $107.00.  You will see this increase reflected in your invoices that you receive in the October-November 2020 timeframe.       

5/22/20 - The quarterly sewer bills have been mailed out.  They are due by June 22nd.  (see new REMITTANCE ADDRESS in Boston, MA  below )  Due to the Act to Address Challenges Faced by Municipalities and State Authorities Resulting From COVID-19, signed into law by Governor Baker on April 3, 2020, and locally accepted by the Selectmen at their meeting of April 14, per Section 11 there will be no late charges or interest charges assessed on unpaid invoices with due dates after 3/10/20, as long as the invoices are paid by 6/29/20.  Any payments not received by the Collector's office by June 29 will have the $10 late fee and interest from the due date added to the principal as of June 30, 2020.    If you have not received your invoice, you can call either the Sewer Office at 978-582-4160 x8 or the the Collector's Office in Town Hall 978-582-4132 for your amount due.   If you have your bill number, you can pay your bill online by clicking here through the Town's arrangement with Unibank.  This link brings you to the Unipay webpage.  Locate your bill by clicking on the Town of Lunenburg in the drop down search box.  Online payments are accepted until June 29th. 5/5/20 - All participants in the Irrigation Meter Credit Program were sent a letter to advise them of the change of effective date for upgrading their meters (see 4/28/20 entry) with their invoice for the FY20 $50 annual fee, required to participate in the program.  The $50 fee is due by 6/4/20 to continue to participate and receive a credit against your water usage for water which does not go into the public sewer sytem, but instead is used for gardening, landscaping, irrigation and pools. 

4/28/20 - At the regular meeting of the Sewer Commission, the Commission discussed the concerns of the residents during the Covid-19 shelter-in-place order in having their meters replaced as required by the new Irrigation Meter Policy put into effect on 8/1/19, requiring that all meters be upgraded to be read remotely by 7/1/20.  They voted and have put into place a new effective date for the upgrade to remote read capability on Irrigation Meters of 9/1/20.  A copy of the application with the requirements noted to changeover to radio can be found here.   A mailing will be sent to all participants in the Irrigation Meter Credit Program. 

4/21/20 - It's that time for new lawns and pool filling.. check out our Policies & Procedures page for one-time bill adjustment requests if you are doing either of these activities this spring and need your water usage adjusted by the amount that never enters our pipes and goes on the ground or in your pool!

4/15/20 - Sewer bills were due on March 30.   Due to the Act to Address Challenges Faced by Municipalities and State Authorities Resulting From COVID-19, signed into law by Governor Baker on April 3, 2020, and locally accepted by the Selectmen at their meeting of April 14, per Section 11 there will be no late charges or interest charges assessed on unpaid invoices with due dates after 3/10/20, as long as the invoices are paid by 6/29/20.  Any payments not received by the Collector's office by June 29 will have the $10 late fee and interest from 3/31 added to the principal as of June 30, 2020.  Sewer payments can only be paid online or mailed to the town’s lockbox at this time. 4/6/20 Due to the Corona virus and its effect on both our customers and the staffing of the Collector's office at Town Hall who process all of your sewer payments, the Tax Collector has extended the time available to our customers to make online payments until 5/30/20 at https://unipaygold.unibank.com/transactioninfo.aspx.  Also, the assessment of the $10 late fee was pushed out until 4/10.  However  interest  is still accruing on any outstanding amounts due.  Please submit your payment either by online payment using the link above, or by mailing it to PO Box 135, Lunenburg, MA  01462. Do not drop off payments at  17 Main Street in the drop box on the front steps of Town Hall.  Also, please do not send your payment by mail to the Boston address on your remittance slips as the bank at this address stops processing payments as of the due date(3/30) and will return the envelopes unopened to the Collector's office.  This delays the processing of your payment.  Thank you all for your cooperation and we hope that you and your families remain sheltered in place and healthy as we ride out this historic virus threat.  

4/3/20 - You've all heard it - lived it probably as well.. The Great Toilet Paper Shortage!   We do know that there is no validity to this scare* - and if everyone would just buy what their family needs until the next usual shopping day, there would be enough toilet paper for everyone.. During this scare, however, there is also increased chance that using anything else - "flushable"  wipes that aren't flushable at all, or paper towels, or even tissues -  will actually back up your systems or even worse disable our pumping stations and back up the sewer to many households.  Please flush ONLY toilet paper down your toilets, no other paper products!.  Anything else will just cost you money - sooner or later.. 3/31/20 - Due to the Governor’s announcement today extending the Order Prohibiting Gatherings of More Than 10 People, the Stay At Home Advisory, and Closure of Non-Essential Businesses until May 4th, the closure of town facilities and town playgrounds will be extended until May 4th.  Therefore, we continue to work remotely.  You can still call the Sewer office with any questions at 978-582-4160 x8 and leave a voicemail.  The voicemail is then sent to Barb Lefebvre, Business Manager via email and she will respond to your questions or concerns.  You can also email her at blefebvre@lunenburgonline.com.  Jack Rodriquenz, the DPW Director, can also be reached for any system or connection issues via the same method by calling 978-582-4160 x0 or emailing Jack at jrodriquenz@lunenburgonline.com

3/30/20- The quarterly sewer bills are due as of 3/30Usually, the cutoff for online payments is this date.  However, due to the Corona virus, the Collectors office has had to limit their hours and work on a rotating basis to ensure the mandated social distancing and because of this, you will be able to pay online at https://unipaygold.unibank.com/transactioninfo.aspx until 5/30/20.  However -keep in mind -- late fees and interest will continue to accrue.  Late fees will be assessed on 4/10 to any accounts remaining unpaid with the standard $10 late fee.  To avoid this charge, and additional interest charges, it is important that you pay your amount due by 4/9/20, again either by online payment using the link above, by mailing it to PO Box 135, Lunenburg, MA  01462 or dropping it off at 17 Main Street using the drop box to the right of the front steps of Town Hall.  Please discontinue using the lockbox address on your remittance slips as the bank at this Boston address will stop processing payments as of the due date of 3/30 and will return the envelopes unopened to the Collector's office.  This delays the processing of your payment.  Thank you for your cooperation. 

3/10/20 - At the regular meeting of the Sewer Commission, the Election of new Officers was held.  Dave MacDonald accepted the nomination as Chairman and the vote taken was unanimous.  Carl was asked he would accept the nomination as Vice- Chair, but since had announced his intent to resign from the Commission at the meeting of 2/11/20 effective with the next town election, he did not wish to serve as an officer, even for the short time remaining on the Commission. John Reynolds accepted the nomination as Vice-Chairman and the vote taken was unanimous.  Brett Ramsden accepted the nomination as Clerk and the vote taken was unanimous.  The Commission thanked Carl Luck who had served as the Acting Chairman since the resignation of Joan Pease and for many years before that.

2/18/20 - Brett Ramsden was appointed to the Sewer Commission by joint vote of the Selectmen and Sewer Commission at their joint session of February 18, 2020 - to serve on the Commission until the Town Election in May 2020.  Many thanks to Brett for his willingness to learn all the things there are to know about the Sewer Commission and  the Town's sewer system and to complete the roster for the Sewer Commission to a full five members.. Thanks so much, Brett! 

2/4/20 - John Reynolds was re-appointed to the Sewer Commission by joint vote of the Selectmen and Sewer Commission at their joint session of  February 4, 2020, to serve until the Town Election in May 2020.  We thank John for his willingness to return when he saw a need for members on the Sewer Commission.  We welcome him back and appreciate his past experience and knowledge from his service on the Commission from 7/7/15 thru 8/14/19.   Thanks so very much, John - you're a trooper! 

1/14/20- Both Joan Pease and Ryan Stober served notice of resignations at the meeting of January 14th, separately and for different reasons.  Joan had served on the Commission since being appointed on July 19, 2016 and most recently as its Chairwoman and Ryan Stober, who had served since being elected to the Commission on May 19, 2018, most recently as its Vice-Chairman, will be sorely missed.  The effective date of resignation for both Joan and Ryan was 1/15/20. The Sewer Commission will work with the the Board of Selectmen as joint appointing authorities to find their replacements.   Thank you Joan and Ryan - for your dedication to the Commission and for your willingness to serve the Town in this way.    

1/1/2020 - Happy New Year - Happy New Decade!!!  Effective 1/1/20, we have a new mailing address for payments for your Sewer bills.  Effective with the Q3 bills to go out in February, the proper address has changed to:  Town of Lunenburg, Department 1260, PO Box 986500, Boston MA  02298-6500.   Please advise your online bill payers and online banking  details to mail your payments to this address!!!  (previously to a Fitchburg lockbox).  The Tax Collector's office makes arrangements for payments to be sent to these lockboxes to avoid delays in processing your payments for both tax bills and sewer bills. 

11/26/19 - The quarterly sewer bills have been mailed out.  They are due by December 26th.  As of December 27th, interest starts to accrue, and a demand fee of $10 will be charged to your account.  If you have not received your invoice, you can call either the Sewer Office at 978-582-4160 x8 or the the Collector's Office in Town Hall 978-582-4132 for your amount due.   If you have your bill number, you can pay your bill online by clicking here through the Town's arrangement with Unibank.  Online payments are accepted until December 26th. 9/3/19 With the resignations of John Reynolds and Joseph Anderson, the remaining members of the Sewer Commission - Carl Luck, Joan Pease & Ryan Stober, met with the Board of Selectmen  in joint session to approve the appointments of David MacDonald of 155 Island Rd. and Michael Nault of 56 Brookview Terrace to the Sewer Commission.  Both Dave & Mike had previously served on the Commission.  Dave had served from May 2010 to May 2015 and Mike had served from October 2012 to May 2016.  Their appointments will last until the Town Election in May 2020 when they may choose to run for the terms left open by the departures of John Reynolds (2019-2022) and Joe Anderson (2020-2023). The Commission is grateful to you both for coming back to the Sewer Commission when you saw the vacancies that needed to be filled and agreed to once again serve on the  Commission.  Your service to the Commission and to the Town in this capacity is greatly appreciated.

8/14/19 John Reynolds, who has served on the Sewer Commission since July 2015 and was currently serving as its Chairman since May 2019, found it necessary to submit his resignation for  effective August 14, 2019. The Sewer Commission will work with the the Board of Selectmen as joint appointing authorities to find his replacement.  We will surely miss John, his calm demeanor and level-headedness and wish him well.   Thank you John - for your dedication to the Commission and for your willingness to serve the Town in this way.   The door is always open.. ! 

6/24/19 Joseph Anderson, who has served on the Sewer Commission for three years and as its Chairman for 2 of those years, resigned from the Commission on June 24. The Sewer Commission together with the Board of Selectmen as appointing authorities will appoint Joe's replacement in coming months.  If there are any interested candidates, please contact either the Selectmen's or the Sewer Commission's office to express your interest.  We will be glad to hear from you!  However, it is with great sadness that we say goodbye, good luck and so many thanks to Joe Anderson, who served us well.. Thanks Joe - we'll miss you! 

6/11/19 The Sewer Commission has approved the new Irrigation Meter policy which was first discussed during 2 Public Hearings in the fall (October 27 and November 30).  The Commission has worked hard over the last 6 months to come up with a new and updated program.  This will require all current Irrigation customers to upgrade their current meters to be compatible with the Lunenburg Water District and their remote radio readers before June 2020.  This new policy will go into place effective 8/1/19.   There will also be a fee to participate in the credit program of $50 to cover the costs of processing the readings.  A mailing will be sent to all current irrigation meter customers in the coming months to explain. Check out our Policies & Procedures page  to read the new Irrigation Meter Policy.

11/27/18 - The Sewer Commission met for the last of the two Public Hearings on policy changes.  Held 11/27/18 at Town Hall, the following policies were approved.  Connection Charge Policy - to better describe the mandatory portion of the Connection Charge that pertains to Inflow/Infiltration (see changes in Article VII-4 of the Sewer Use Regs and  Appendix G);    Single Meter policy - to be incorporated into the Sewer Use Regs - will require the Commission to only read the official meter permitted and utilized for the Water account of the property, and discontinue the practice of reading individual or sub-meters (see new clause in Article VII-3(B) of the Sewer Use Regs.   Grease Trap Rules & Regulations - changes to these regulations includes removing the requirement to assess the Noncompliance Fee every 2 weeks when a Food Service Establishment is determined to be in non-compliance, changing the annual permit renewal date to August 1st, re-wording  and clarifying the annual permit fee determination section (IV)A), adding that both the owner and operator of the Establishment are responsible for payment of fees, and noting the reasons for non-renewal of the grease trap annual permit(see Appendix C, (no change to Article III-5 of the Sewer Use Regs).   Irrigation Meter Policy was tabled until the Sewer Commission selects a new meter used for reducing their sewer bills due to outside water use.  The plan is to replace meters throughout town with updated meters allowing radio or cellular input (instead of the current process of reading each meter individually and onsite) to save much time and money on the old procedures.  In addition, the Sewer Commission plans to implement a $50 annual fee charged to those residents with Irrigation Meters, so that the cost of administering this program is borne by the irrigation meter customer, not all sewer users.  Further work needs to be completed to include researching the best meter for our customers and implementing the changeover to newer technology.  Keep checking this page for updates.

After that date, payment must be mailed to P. O. 11/6/18 - The Sewer Commission met for their re-scheduled (due to Special Town Meeting on 11/13) regular meeting on November 6, 2018, and reviewed the Policy updates as proposed at their first Public Hearing on 10/30/18 and approved a few changes to the proposed Policies.  No changes were made to the Connection Charge Policy as proposed on 10/30/18.  The policies and content were updated as follows:

  • Irrigation Meter - add fee assessment date as the first quarterly invoice of the new fiscal year, change date that all meters must be upgraded to comply with the policy to June 2020, removed line "approved meter TBD", and change effective date of policy to February 1, 2019.  See revised policy with tracking here

5/29/18 At the meeting of 5/29/18, the Sewer Commission held their election of officers.  Joe Anderson - re-elected Chairman, Carl Luck - re-elected Vice-Chair, and John Reynolds - Clerk.     

​5/19/18 - Town Election - Ryan Stober was elected to the Sewer Commission for a 3 year term when Troy Daniels did not seek re-election.  Troy served on the Commission for the past year as a write-in candidate for the May 2017 election and also sat on the Commission from May 2014 through January 2016.  We thank Troy for his commitment to the Town and for his service to the community. Ryan works at Mac Prototype, a plastic fabrication company in Gardner. He and his wife, Celeste, are avid dog-lovers and gardeners and enjoy riding their Harleys in their free time.  Ryan is also a member of the Agricultural Commission and values the importance of agriculture in our community. He loves Lunenburg for what it is…a beautiful, small, New England town. Thank you Ryan for your willingness to serve on yet another Town Commission!  We wish to thank all these Commissioners for their willingness to serve the Town AND the Sewer Commission.

5/5/18 -- Annual Town Meeting - The Sewer Commission had 3 articles pass at Town Meeting. Article 11 was the standard budget article for Fiscal Year 2019 with the total appropriation of $862,171.00  to operate the Sewer Enterprise Fund.  Article 12​was to transfer from Retained Earnings $29,000 (3% of projected revenue) to theCapital Reserve Stabilization Fund. ​Article 25 was to include Tilton Avenue in the Sewer Service Area which had been left out when the Sewer District was first established in 2010.  This was not a money article or tied to any proposed Sewer project, but merely allows any resident on that street to connect to sewer, if they so choose. A privately-funded extension would be required to bring sewer up the street from the sewer main on Mass. Ave..  A 4th Article, Article 10 was a town-wide Article put forward by the Town Manager to transfer from available funds into the Other Post Employment Benefit (OPEB) Trust Fund, created at the November 30, 2010 Special Town meeting.  Of the full amount transferred for the Town from available funds, $656.00 was transferred from Sewer Enterprise Retained Earnings to contribute to the Sewer sub-account of this fund.   This marked the first year that the Town and the  Sewer Enterprise Fund contributed to OPEB.

8/15/17-At the meeting of 8/15/17, new officers were elected.  Joe Anderson - Chairman, Carl Luck - Vice-Chair, and Joan Pease - Clerk.   The Commission also expressed their appreciation to Carl for serving as its Chairman for 4 1/2 years!  Thank you Carl! 

5/20/17 - Town Election - Joe Anderson & Joan Pease were re-elected to the Sewer Commission with 3 year terms. Troy Daniels was voted in as a write-in candidate and has agreed to serve the one-year term on the Commission.  Troy served on the Commission previously (May 2014 through January 2016) and we are glad to have him back.  We want to thank all these Commissioners for their willingness to serve the Town AND the Sewer Commission.

5/6/17 - Annual Town Meeting - The Sewer Commission had 4 articles pass at Town Meeting. Article 12 was to transfer from Retained Earnings $3496.90 (the current balance of FY17 revenues) to the Reserve Capacity Stabilization Fund.  Article 13 was the standard budget article for funds for Fiscal Year 2018 with the total appropriation of $745,251 to operate the Sewer Enterprise Fund and included $10,285 transferred from the Reserve Capacity Stabilization Fund and $14,520 from the I/I Stabilization Fund for FY18 expenses.  Article 14 was the creation of the Capital Reserve Stabilization fund with a transfer from Retained Earnings of $26,500. Article 28 passed, approving the imposition of a 'municipal charges lien', allowing a lien to be placed on property with unpaid Sewer Connection fees, Sewer Reserve Capacity fees, Sewer Re-connection fees, and the Sewer Grease Trap permit fees.
